Quick answer: The World Meteorological Organization’s Greenhouse Gas Bulletin No. 22, released on 27 October 2026, reports global average surface CO2 of 426.8 parts per million for 2025, or 153% of the pre-industrial (1750) level. It says methane and nitrous oxide also reached new records. The bulletin tracks the atmosphere, not companies, but it is the backdrop for why emissions data is now scrutinised like financial data.
What the bulletin reports
- CO2: 426.8 ppm in 2025, 153% of the 1750 level.
- Methane and nitrous oxide: new record concentrations in 2025.

What it does and does not tell your company
The bulletin measures concentrations in the air. It does not say how much your organisation emitted. That number comes from your own inventory under the GHG Protocol, split into Scope 1 (direct), Scope 2 (purchased energy) and Scope 3 (value chain).
Why this matters for GHG accounting skills
- Scope 1 and 2 need activity data, emission factors and a clear organisational boundary.
- Scope 3 covers 15 categories. Most companies start with the few that are largest.
- Auditors and assurance providers ask for the evidence trail, not only the total.
- In India, BRSR Core asks listed companies for greenhouse gas intensity data that can be assured.
Where to start this quarter
- Write down your organisational boundary and base year.
- List every Scope 1 and 2 source and where its data sits.
- Screen Scope 3 by category and pick the largest two to quantify first.
- Keep a short method note for each figure so a reviewer can reproduce it.
Frequently asked questions
Does the bulletin set any reporting requirement? No. It is a scientific report. Reporting rules come from regulators such as SEBI.
Do I need Scope 3 to report in India? Check SEBI’s current BRSR circulars; value-chain disclosure has been treated as voluntary for the largest listed companies in recent updates.
Where can I learn the method? Our GHG Accounting Bootcamp covers Scope 1, 2 and 3 in Excel.
